Jordan Updates Cooperative Law to Promote Inclusive Economic Growth
In 2025, Jordan adopted major amendments to its Cooperative Law, originally passed in 1997, in order to modernize the country’s cooperative sector and strengthen inclusive economic development. The reforms were developed with support from the International Labour Organization (ILO) and align with internationally recognized cooperative principles.
Modernizing the Cooperative Sector
The updated law reflects internationally accepted definitions and values of cooperatives promoted by the International Cooperative Alliance (ICA) and outlined in ILO Recommendation No. 193. These principles emphasize democratic governance, cooperation among members, and community-focused economic development.
By updating the law, Jordan aims to strengthen its cooperative institutions while expanding economic opportunities across society.
Key Reforms in the New Law
Several important changes were introduced through the amendments:
International participation: The law now allows international cooperatives to operate in Jordan.
Inclusive governance: The Jordan Cooperative Corporation (JCC) board must include fair representation, including women.
Financial support: A Cooperative Development Fund has been created to help finance cooperative growth and reforms.
Training and education: A new Institute for Cooperative Development will coordinate training programs and provide support to cooperatives.
